The project initially functioned effectively but collapsed due to conflicting interpretations of the electricity supply contract; Tether asserted the agreement allowed for increased power beyond a minimum threshold, whereas UTE maintained it represented a strict maximum quota. This disagreement escalated after the change in government in Uruguay in 2025. Sources familiar with the matter indicated the project cost approximately $120 million, significantly lower than the initial planned investment.
