Woofun AI reports that US Comptroller Jonathan Gould announced at the Wyoming Blockchain Symposium that the OCC will finalize GENIUS Act implementation rules by November. This commitment addresses the regulatory framework for payment stablecoins ahead of the law's scheduled January 2027 enactment.
The OCC released a 376-page proposal in February, initiating a feedback loop with the crypto industry. Gould stated that final rules will emerge by November, well before the Jan. 18 deadline when the law takes effect. This accelerated timeline aims to preempt the regulatory vacuum that has persisted since the initial proposals.
Per Woofun AI, the GENIUS Act, signed into law in July 2025, mandates coordinated action from multiple agencies. The Treasury Department, Federal Deposit Insurance Corporation (FDIC), and Federal Reserve Board share responsibility for establishing these oversight mechanisms alongside the OCC.
Stablecoin issuers face continued uncertainty as several regulators failed to release finalized rules by July. Gould expects the OCC to begin processing applications in 2027, marking a critical operational shift for the sector.
