A more severe repeated-failure trigger activates if Coinbase misses this threshold more than three times within a rolling 12-month period, provided each instance was formally noticed and included a cure opportunity. The Product Threshold mandates support across a minimum number of chains or Layer 2 networks, a specified quantity of products or services, and adequate product discoverability, though the exact numerical minimums remain redacted.
The reseller path addresses a separate obligation focused on market accessibility. An uncured Reseller Threshold failure initiates a 90-day period following written notice before Circle can issue the corresponding exclusion notice. The core requirement for USDC under this path is providing users with a mechanism to buy and sell the stablecoin for dollars on at least one platform within the relevant jurisdiction, ensuring local liquidity and compliance.
